The Cook County General Business License is required only in unincorporated Cook County, the land outside any village or city. The Department of Revenue issues it; the Four-Door Permit Walk is how we check it. It does not reach DuPage, Kane, Will or Kendall counties. Official text: Cook County Code, Chapter 54, Article X.
- Only unincorporated areas need it; towns and Chicago follow their own rules.
- The General Business License costs $40 for two years.
- Liquor, food, tobacco and occupancy permits are separate.

Our checklist
The Four-Door Permit Walk: four doors to try before you open.
- Door one, address: use the License Portal's address check to see if the site is unincorporated.
- Door two, license: gather owner tax IDs, Illinois sales tax details and the wage certification; see Cook County minimum wage.
- Door three, permits: list liquor, food, tobacco and occupancy needs before signing a lease.
- Door four, zoning: compare any home business with the home-occupation limits.
Mistakes people make
- Guessing whether an address is unincorporated instead of checking.
- Applying for the General Business License when you already need another County business license.
Call an attorney about a violation notice, license hearing or closure order; a CPA firm cannot advise on those.
